Given that the shop you are asking is a place near Asakusa, I think it's Okina soba near Ueno Station. That store also has a long history and is open in the early Showa era. Lou has a strong taste of buckwheat soup and feels a bit shabby, but it works well with the thick bosoboso.
We visited from the United States and stumbled upon this place. It was incredible and the staff was friendly and welcoming even though we knew 0 Japanese. Get the curry noodles and plan to wait in line for a spot!

Amazing little gem of a place. Friendliest staff I've seen. They let us in 10 min before closing and were super nice. We had two different soba and they both were great. Wish there were more places like this.

We went there with a group of 6 people and were warmly welcomed. An English menu was available with pictures which looked exactly like the food we got in the end. You can choose between soba and udon dishes btw. The soba and the soup were delicious! The staff was really considerate and immediately brought us some napkins when they saw that some of us spilled some soup on their clothes xD The nice and kind staff and the delicious food made it a great japanese dinner experience!
