I don't think that store is Okina soba. Okinasoba must have been a store opened as a rare woman soba maker in the Showa era, when a large landlady trained at Kadoman. Given that the shop you are asking is a place near Asakusa, I think it's Okina soba near Ueno Station. That store also has a long history and is open in the early Showa era. It is a famous story that Kokintei Shin-morin, who was said to be smart, often went to eat with his disciples. And above all, the shop is bigger than Okinasoba and employs clerks.
